The z car is not about that. If you want comfort in service buy a Lexus. I dont mind that they are like that. Makes my maintenance cheaper. But, yes, it is true they are a mess. There is certainly oportunity for improvement in that area.
I have found that most businesses will maintain a standard of cleanliness that their clients and staff are comfortable with. I used to go to a computer store that was a real trash pit, but had good prices. When a new store came around, with nice showroom and good prices, I switched. I ran into the proprieter of the first store and he pointedly asked why I no longer came to his store so I told him. He said that he had no idea that was important to anyone and promised to fix it up. He did, but I think it was too late as he is now gone from the scene. What we need to do as customers is hold these people to higher standards and let them know when something like that bothers us.

My dealership is pretty nice. Any drinks but coffee cost money, which kinda sucks, but its kept clean and tidy at least.
The BMW dealer I went to for my last car had free fruit, all kindsa drinks, pastries, and was a beautiful place. But then again, it was also 45 minutes away and Nissan takes me 5 minutes to get to.

My dealership is, I guess half and half. The waiting room for new car sales is nice, leather couches, plasma tv, etc. But the service waiting room, UGH. When I went to get my oil changed there were like 10 kids running around, I was the only person actually sitting, trash all over the floor, toys everywhere, and one of the wall was missing drywall, it was just insulation, I was like WTF. And the parts department.. They have a grand total of maybe 3 parts on display. Some rack for a Titan, a Chrome Z license plate holder, and some cup holders.
The dealership that I went to was very nice. Free popcorn and coffee. It was alot nicer than all of the other ones in the area. They said its the new design that Nissan is rolling out across the dealerships. There were quite a few red/maroon colored chairs along side the showroom, and tons of glass...tons. It was much more upscale than any other Nissan dealer that I've visited. Nice service waiting lounge too. A few couches and a TV.
The condition of the dealerships you visit are dependant on how much the organization cares about customer satisfaction. If it doesnt seem like they care, they probably dont and your looking at a dealership with an owner who has owned the car lot for quite some time, and could care less about attracting any more franchises or opening any more lots for selling other manufacturers brands. That owner is cruising to retirement and could care less what you think of his waiting room. The Fred Beans organization is cornering the market in my area. There was a smaller, dirtier, less than desirable Nissan Dealership (Williams Pontiac and Nissan in Boyertown) 5 minutes down the road from my house. You know the kind of dealership you drive by the open repair bays and think to yourself "How can they fix anything in that $hithole?" But they lost the Nissan franchise rights to Fred Beans who opened a shiny new showroom. Fred Beans cares about customer sat and Williams did not and it shows in every dealing I have at my shiny new dealership.

VW dealerships need to have that great customer service and waiting room because when you think about it. If you own a Volkswagen, you're going to spend quite a bit of time visiting that room. I speak from experience.
The dealership where I take my car is really nice. The waiting area has huge windows so you can watch them work on your car, and free internet. Good enough for me.
The place where I bought my last Z was a really old dealership with a crappy waiting area, but they always gave me a car so I didn't have to wait. I thought that was pretty impressive from a small Nissan dealership.

You have to remember who is buying a Nissan typically and who is buying a BMW. I own both, night and day difference in the waiting rooms, but you have to remember the difference in age groups and background.
It also depends on how old the dealership is; most new ones will obviously be 10x nicer. IMO, its nice to have ammenities and clean surroundings, but when you boil it down, you are waiting for your car to be worked on, you cant expect much when looking at prices of their vehicles and prices on service work.
