Where to look to find my states (MO) emissions regulations/procedures

Oh yes we do. If you live in St Louis City, St Louis County, St Charles County, Jefferson County and Johnson County you have emission tests. They plug a reader into your OBDII slot and take a reading. If anything is out of sorts, you don't pass. For all practical purposes, if your check engine light is not on, you will pass.

Thanks for the help this is what i found:
The Gateway Clean Air Program (GCAP) began the next phase of vehicle emissions testing using the On-Board Diagnostic II system (OBDII) in Jefferson, St. Charles and St. Louis counties as well as in St. Louis City on June 6, 2005. The OBDII test determines whether 1996 and newer vehicles pass the emissions inspection based on data gathered from the vehicle's computer. This type of testing provides an accurate evaluation of a vehicle’s emissions control system in a fraction of the time it took to receive the IM 240, or tailpipe, emissions test.
On-Board Diagnostics II (OBDII) is a computer system installed on all 1996 and newer cars and light duty trucks (less than 8,500 pounds GVWR). OBDII is an early-warning system. The system monitors the vehicle's emissions control devices and drive train components. The system notifies drivers after a problem is detected multiple times by illuminating a light on the dashboard. The diagnostic computer has the ability to identify a problem well before the driver recognizes a problem. Problems can include poor fuel economy, lack of performance or increased emissions. The vehicle's computer will notify the driver of a problem by turning on the malfunction indicator light, commonly referred to as the Check Engine or Service Engine Soon Light.
The way they have it worded it seems like all they do is make sure you dont have a SES light on. Doesnt seem like they do a visual or physical tail pipe inspection/test. Am i understanding this correctly?

I believe all new vehicles are exempt from emission testing for two years. After that, they have to pass the test every second year. I believe the computer keeps a history for a certain length of time but if you are emitting too much emissions, they will know. As I recall,they don't look at anything on the car but if your catalytic converter is removed, I think their testing will find that.
My Z went thru emissions testing last year and my Caravan just passed. My Stealth will have to be tested next year but it is a '92 so it gets the complete test.

Does the OBDII keep a history??..that they can check to see if your sensors where ever triggered? If not then this it seems we have it good compared to other states. Also i have an 05 that i got in feb...arent new cars exempt for a few years???
