While it may be excessive in terms of its design, the intention of such a design is to give the impression of a superior performance machine. If your vehicle has what it takes under the hood, one could argue that the application of the kit in this circumstance is definitely not "RICE".
Now....putting such a kit, obviously designed to give the impression of performance onto an otherwise stock Honda Civic DX, for instance, definitely constitutes "RICE".
Putting a "NISMO" sticker on your car when you don't have any Nismo parts is "RICE".
A while back, there was an outrageously funny thread about this guy, d21arren who put 45lb 20" chrome spinners on his Z. He took some serious crap, and I don't think I have ever laughed so hard in my life as I did at that thread. While this looks stupid and tasteless, it is not "RICE". He was not pretending to be anything.
"RICE", then implies a deliberate attempt to mislead people into thinking your car is more than it really is, that's all.
Check this out. It's old, but still a good laugh:

i think im also the exception to the rule on graphics also. i hate almost all decals or graphics ,but im really proud of my S-Tune car so it completes my desired look and serves its purpose

The term "RICE" refers to doing mods to your car to give the APPEARANCE of performance when, in fact, no such performance exists. "RICE" is not the same as TASTELESS or STUPID, although these are not mutually exclusive. i.e. something can be both "RICE" and STUPID.

good description. RICE also has a stigma of being associated with only japanese cars until recent years when the cavalier, focus , escort, saturn and neon were introduced. these domestic cars still get the rice badge when you see something done to them

I read on one of the 350Z forums recently about a guy that got all POed because someone asked him if his Z with a body kit and a wing was a Civic or a Triburon. DOH!
Guess that could be RICE if people can't even tell what kind of car it is anymore.
