When I purchased my Z back in July I had my old license plate transferred. The dealership gave me 60 days temp tag but to this day I still dont have my registration. I called the dealership 3 weeks ago and they were asking for the insurance card on the car I traded in. Well I don't have it anymore. They said they are going to try and fix it but it seems everytime I call they are out of their office and wont return my phone calls!! What can I do? I'll be going to a different duty station in several days not only am I afraid to drive the car but I can't even get a temporary pass to get on base.

I know here in Texas they give a 21 day temporary tag from date of purchase and it is in red ink. If that runs out they give you another temp tag which is in red ink. So I would probably just go to the dealership, and ask them.
Yeah, I had to get a 2nd set of temp plates until my registration came in. It took a LONG time, much longer than it should've taken. Just ask teh dealership to send you a new set.
Since you're military most cops will understand and let you do what you need to do to get tags. I know I had expired temp tags on my Z and no one messed with me because they knew how lame the mail system is on lejeune.

I'm on my 4th temporary tag so far. The idiots that sold me my car filled out the paperwork incorrectly and somehow the paperwork got sent to the wrong dealership...so I feel your pain.
I'm dealing with a very similar situation myself.
I bought my Z (was the demo unit-had a couple hundred miles on it) from a Nissan dealership here in Georgia. I traded my 97' Accord to use as a down payment. When I went to pick it up they told me all the registration, tags, etc., had all been taken care of. Here it is a year later and here in Ga. we have to pay 'Ad Valorem' taxes on cars before we can get our new tags. They tell me my car was not registered in my name and my tags on the Z were transferred from my traded in Accord. So technically, I have been driving my car illegally for roughly a year! Now, I owe in backtaxes over $1200 ($600 per year). I guess a small visit to small claims court is in need. And a beer.
