can TC and VDC be turned off and saved for an icy or rainy day?

Yes.

As someone else pointed out, VDC can get in the way. For example: Where I live the DOT places a lot of sand on the roads in the winter because of ice. When spring arrives and before clean-up, there is loose sand on the road. This is a case when you want to turn VDC off because every minor slip on that left-over sand activates the device and you lose power when you don’t want to. --Spike
