I just moved from OR to CA and I got more looks from cops in OR. I ended up just using zipties across the front grill.
I would say Yes put it on. Sure you can get away with not having it but a cop can pull you over simply for that. Why give them a reason? They could claim your tint is too dark (even if it's not) and you'll have to go have that checked out. Avoid unnecessary hassles. It's just a freaking plate. Cars have them. It doesn't kill the look of the Z.
