Id do 2k for a system and then buy a beater for 2k to keep the Z off the street.
Or pay 180 for motorcycle safety foundation class, spend at least 700 for gear, and get yourself a beater 600. After you start riding, the only thing you would want to do is tt the z but the money it takes to do that you'll probably end up just buying more bikes.
yo as for the turbo, that became a big no go when I found out I was going to Hawaii.... you have to have your ride inspected every year for aftermarket parts and pay taxes on them and that is only if they will let you have them in the first place
oh i just bought wheels.... i kinda worked against myself in the whole performance department.... got some ruff racing 278's 19 x 8.5 and 19 x 9.5 with nitto 555's . I can tell the performance difference but not a whole lot. Screw it they look SWEET!!
clutch and flywheel. plenem spacer by md. greddy strut bar and cooling panel, nismo radiators and oil cap. Tanabe springs, hotckis sways, nismo shift ****..pretty much all my mods...haha
yes, nismo oil and radiator caps are good for 10whp.

the ira would be the best bet but then again that would be a bit too responsible, i think i may go with the 3.9 gear, ecu reflash, short shifter, drilled/slotted roters, clutch and flywheel, but who knows i may just sit on it or even pay it down and get a slightly used 05/06 GTO, ugly as **** but you can't argue with a 6 liter engine for less than 25k. or then again I may not do anything.
