go with pop charger, plenum spacer, test pipes for cheap mods that give your stock exhaust a nice sound. Save the rest until you can afford something more substantial like wheels.
I'd say if you really want to spend that much money why not get a body kit or something. You could get some wheels and stay with the same tires you have, window tint, and drop a few bills on the stereo.

wouldnt waste too much money on audio.. in my opinion... not in my car too much to really enjoy it. i'm spend that 2gs on suspension(sways, spring/coilovers, some nice wheels and minor bolt ons.
