I think they can. One time I was in California with my '93 5.0 and my car was plated and registered in WA. I got pulled over and given a ticket for having my windows (front) tinted. Apparently, at the time, there was a law in CA instated that the driver's and passenger's front windows could not have any tint on them whatsoever. I explained to him that my tint was legal in WA, but he told me that when you're in CA you must obey CA laws.
