yeah the police report will NOT go in your favor. They will justify the law by saying "you should have maintained a safe driving distance where you can stop in time regardless of what the driver in front of you does." However, good choice to not rear end him because yes, knowing these californians, he probably would have tried to sqeeze as much money out of you as he could. Greedy californians...
Some people in CA are just plain a$$holes... my roommate is always complaining about people cutting him off on the freeway and just slamming on their brakes for no apparent reason. (i.e. no one is in front of them, and the lane they were in had no cars in it)
I was driving his car today (Cayman S - It's niiiiiice - Borat) and a person had a right turn signal on waiting for pedestrians to cross and I tried to go around to go straight... he pulls left to block me. Then he turns right... like his turn-signal said he would. I guess I should be glad that someone in CA actually used their turn signals????

It happened to my friend. He bought a brand new TL Type-S, and he barely had it for 3-4 weeks. On the way to work one morning he was getting on the highway. As my friend signaled left to merge, the car in front of him slammed the brakes to a complete stop while he was in the middle of switching lanes. The front passenger side was crumpled.
The police arrived and concluded it as a "no fault" accident. The guy in front got let go, and my buddy ended up with about $5k in damages.
