Is the NAV installed at the port??

Does anyone know if the Nav/DVD is installed at the port or are the cars shipped with them installed??
I thought I read somewhere earlier that they CAN be installed upon arrival at the docks.

I am about 99.9% sure the Nav system is installed at the factory. Do you really want the guys at the dock installed $2,000 worth of computer equipment in your Z?

No Way!!!

I'm curious because I saw a Z today WITH the Nav but....on the inventory list the Nav system was not listed as an option!
What's up????
