Buzzing noise from rear

I did a search about a buzzing noise/sound, and did not find anything that matched my inquiry.
I was wondering if anyone here knows what this incessant sound is that seems to be coming from near the rear strut bar and goes on and off frequently or sometimes just stays on so as long as the car is running.
It seems to happen more frequently (or noticeably) in the morning. I don't seem to hear it in the afternoons though... Realistically, I can live with it because I don't want the dealership to cause any damage (as I have read numerous times on these boards) by trying to assess or attempt to alleviate the problem, but if my safety is at risk then I had better get it serviced right away.
It isn't the radio, because the sound exists whether the radio is on or off, yet it sounds sorta like radio static. Or actually, this buzzing sounds like one of those wind-up toys that you put on the floor so that it starts walking/moving, but not quite as loud at one of those toys.
Opinions and any help would be greatly appreciated.

I'm not sure if it's the fuel pump, but I had a feeling that it may have been the fuel pump (or fuel line related), thus my concern. If this is normal, than my mind is at ease. I'm not difficult to please, I can live with the noise so as long as the danger risks are minimal to nonexistant.
