Infiniti offers "accent" lighting under the dash. My wife just had to have it so we had it installed when we bought the car. It looks much like your photos although its not a black light (blueish light). I tell my wife the only good it does is to show how dirty your shoes are. Anyway it looks like that was the same thing they were going for in your Z.

Similar story. I bought a car and there was a remote in the console....started playing with it not knowing what it was...while I was driving btw... Didn't know what it was till I came out at night and saw a pink glow in my driveway coming from the car. Previous owner told me nothing about neon kit... I then cut my finger tearing viciously at them to get them off in a hurry......

those lights are to look for protein stains on the feet, you have a wife so i would get rid of them so you dont find out what she does when your not around....just saying
