Brake *boing boing* sounds

What the hell is going on with this car. I've researched everywhere and there have been people with my issue but then there's never a resolution posted and they just stop replying.
Long story short. I got my lower control arms replaced and as soon as I got it replaced, everytime I step on the brake coasting to a stop I hear this springy boing boing type of sound. I'll post the video of another user on here in 2019 that and the same exact issue and sound. His video shows exactly the sound and feeling in my brake pedal that I am having and at the same speeds. Basically, the sound only comes when I'm almost at the end of stopping around the 0-15 MPH range while pressing in the pedal. You can feel the brake pedal push up against you and vibrate and feels like it's slipping on ice type feeling if you ever tried braking hard on icy roads. At first I thought it could be my rotors or pads and very well probably still could be. Then I thought maybe it's my ABS pump or ABS wheel sensor. I brought it to a shop and they said the sound is from the ABS pump, but I DONT have any ABS that's being lit when this happens or that's ever on when my car is running. I know the ABS light works because on ignition with the lamp test, the ABS pops up.
So what the hell could this be. I can't buy a break (Pun intended) with this car. It's literally one problem after another since the summer of last year when my car overheated. I'll literally fix one problem that no one can figure out and then something else happens directly after I fix it. Car has 121k miles and it's a 2003 manual. Please someone help me. I can't pay anymore diagnostic fees for every single issue on this car.
