Default Power steering fluid

I have a 05 350z , I just put in a new power steering cooler, changed the old fluid out , bled the system but my power steering is still “bubbling” I don’t think it’s at a boiling point Bc it can withstand the temperatures , but I can’t seem to understand how air is still getting in the system ? All the hoses and hard lines looks fine to me but the fluid reservoir basically showing that air pockets are coming out… anyone have tips or dealt with this issue before ?

Check for tiny leaks in the hoses, loose clamps etc, as this would introduce air into the system. If none - when I flush the ps fluid, I usually fill it first, then have a friend gently turn the steering wheel as I top it off to remove any air pockets.
