Vin Plate Missing

Vin Plate Missing
So I bought a drift Z that I wouldn't mind being able to street. Thing is the VIN plate behind the windshield is missing. No idea what happened to it, when I look through the windshield, it is not there. I tried prying the dash back a bit and still don't see it. Possible previous owner replaced dash, hard to say as its heavily modified as a drift car. Previous owner had it registered through vermont loop hole, story is original owner lost the title. There is no VIN on the door jam sticker just the fmvss certification sticker. All the other VIN's are present on the firewall, etc and I have a title in my name with the vehicles VIN. All match. The VIN is clean. I live in PA.
I'm assuming not having the VIN in the windshield could cause an issue if I were pulled over. Is there any chance of this car being streetable or is it going to be a strictly track car?
