What kind of mods are you looking for? Performance or looks?
My first performance mod was the JWT Popcharger ($120). My next will be changing the side markers ($50) and tinting. These are minor so far, definitely cheap and a ton of fun to mod. There are lots more but all depends on what you are looking for.

popcharger seems to be one of the cheapest most effective and popular mods on this site

What is the difference between the JWT Popcharger and a cold air intake or are they the same?

Also the popcharger is a short ram (stays inside of the engine bay). A true cai generally has the intake filter outside of the engine bay, which are usually by the front grill or by the driver's side wheel well.

You own a 350Z and want to do add Cheap mods? Well, the JWT popcharger is about it. You can look at Ebay for a nice Generic Exhaust system, but why do that to a Z, this isnt a Civic.

Think about this for a minute: Cheap mods are Not good, and Good mods are not cheap. Well, the JWT adds about 4-5whp for $120, I guess that would Kind Of be an exception.

Why not put aside alittle cash, and buy an english book.
