The car has maximum killowatts at 6200RMP. By increasing the rev limiter would'nt you theoretically be losing power since the further you get away from 6200RMP the more power you are losing??? Wouldnt it be better to shift to 3rd and then build your rev's back to 6200RPM where max speed can be attained???

Unless you do something else to increase the maximum power point I would have to agree.

As always

No ... you should go all the way to the redline before you shift if you want to accelerate as fast as possible. You are correct that the peak-power is at 6,200rpm, but if you shift to the next gear at 6,200rpm then you will be in the next, taller gear, as well as drop down 400rpm lower in the power-bann (ie. dropped to ~4500rpm).

So, not only have you droped down somewhere, where you have 'only' ~160kW at you disposal (instead of 190kW+), but also you dropped into a gear that is ~30% taller.

You will always be accelerating quicker at 6,200rpm+ and lower gear than at lower revs (ie. 4,500rpm) in the 'higher' gear. Simple way to demostate this is ask yourself this question: Do you think that you'll accelerate quicker:
a) at 6,200rpm+ in 1st gear, or
b) at 5,000rpm in 6th gear

Of course the correct answer is (a) ... same thing aplies to comparision between two gears that are closer together.
