Too much liability. I don't know an insurance company on the planet that would allow that. Who ever owns that track may very well have lost his *** in a million dollar lawsuit because of what happened.

Hay bales can be used for padding up against a concrete wall barrier but they're normally used where people could go head on into a wall, not to prevent side scraping. It seems they put the hay bales to far down the track and made the corner a little tighter than it needed to be. Sometimes HPDE events do a break during the day and do a fun run at a severely limited speed where you can have a passenger, so this kind of looks like thats what they were doing but no one was really obeying the speed restriction
The organizers should be ripped new ones.
1. People in the hot pits.
2. People at the track side wall.
3. Hay bales as barrier protection.
4. No corner workers visible for that last turn.
5. Driver's stopping on track and blocking track.
6. Driver's exiting their cars on track.
7. Spectators walking out onto the track.
8. Driver's and passengers not wearing helmets.
9. Driver's and passengers not wearing long sleeve shirts.
10. Driver's and passengers wearing open toe shoes.
If the sanctioning body's insurance company sees this, they are are done.
