What is a spring perch? I don't understand this statement and it seems important! Please explain a little...thanks.

It's the spring mount if you will. On your front suspension, the spring is a coilover type. The spring rests on a disc around the damper. That is the spring perch.

And it's this mount location that should be moved up or down to adjust the ride height.

Even moving that up or down will still effect camber. Spindles (mostly for trucks) are the only thing I've ever seen that didn't change camber or ride comfort.

Of course. You're still lowering the car so camber will change.
