What makes rotors for wilwood unique? If the are, say 13-inch rotors, can you buy 13-inch rotors for another manufacture?

So long as the OD, width and the bolt circle is the same, you can use other replacements. Finding this rotor of that spec may be more of a problem than it's worth.

Most of the Wilwood kits I've seen have a 2 piece design that allows you to change the outer ring and retain the aluminum hat. I was assuming the OP was trying to maintain the advantages that the 2 piece setup offers.

Actually nothing makes them really unique. You can order replacements from a number of suppliers. Personally I purchase hundreds of rotors from Coleman Racing yearly and they too can make up a replacement. But you'll have to supply the specs on it. Unbolt old, bolt on new. (assuming you measured correctly...)
