yup, my 03's hand brake sucks i have to pull it rediculously high for it to barely hold so i put it in gear +hand brake whenever i park. i took it to the dealership when i first got it back in the day and they tightened it but not enough to really help out much.

The proper way to adjust them is via the drums. You'll need to jack up the rear end and remove the rear wheels. If you look at the rear discs you'll notice a rubber plug on the drum section of the disc. The ebrake has a set of brake shoes that adjust the same way conventional drum brakes do. If you take the rubber plugs off and then rotate the disc while looking thru the hole you'll see a star wheel that you can adjust with a screw driver. Be sure to not over tighten them.
