Yet another oem brembo question, please help again

ok so today i was driving my car from the bodyshop to the alignment shop(no bumper on) since it was the best time to do it because i didn't want to scrape my bumper on the jack. Sometimes when i was driving, or starting to brake, i hear rotors turning. Does that make sense? It's like the rotors rotating but is a big loud inside the cabin with the windows up. I didn't have this before i put on the brembos. Anyone have ideas?

it's the rust. Take your rims off and spray some brake cleaner on there. Should loosen it up

yeah, i did that. I made sure the dust shield wasn't touching the rotor.
