Default Ring around the rotor!!!????

I recently upgraded to a BBK with 13.5" rotors in the rear. The rotor has developed a ring of rust around it's inner band. The caliper's contact with the rest of the rotor prevents keeps those sections clean but since the caliper doesn't make contact with the entire rotor this situation has developed. HOW DO I CLEAN THIS????? Thinking I will need to remove the wheel. WHAT CAN BE USED TO CLEAN IT?? Brillo?????

If it really bothers you, remove and paint the hat portion of the rotor.
