It goes over the reservoir so in case the fluid overheats and boils over, it won't drip onto the track.

Ah, so it does have some functionality to it. Funny how it's being sold as a show piece though.

all form, no function. think of it as a love sock for the engine bay, even though that part has a cover on it.
