Im not joking. Unless the pads are mostly worn down, there is no reason to change your pads for new rotors. Pads will very quickly mate with the new rotors, especially when a bed in procedure is performed.
You are right but in my experience, most people that have to replace their rotors are long overdue for pads. I kinda explained it wrong!

Seriously, like Erik said, when replacing rotors or pads, it is not necessary to change everything or turn the rotors if they are still in good shape.
