Cut it off flush and try knocking it out with a heavy metal mallet and a center punch. Or cold chisel/die grind the head off from inside and knock it out. Not sure what it looks like inside though. Maybe try drilling it out with a carbide bit and knocking out the remainder with a brass plumb bob? Post some pics of it inside and out. Vise grips?

I say grind it flush, drill it out to a hole, reach in and drop a M8 bolt through - grade 10.9 if you can find it with large washers...

using extension from top, hold the head of the bolt and tighten nut from bottom...

stock is M8x1.25 pitch, but you can use whatever pitch you want.....

length - measure the adjacent bolt length and accommodate for washer thickness, etc...
