Use p21s GEL and a long bristled boar's hair brush.
Spray the p21s gel on the wheel, concentrating on the lugnut area. Let it sit for an hour or two (p21s gel is ph neutral so this is safe). Then agitate it with the brush and some water. Rinse off.
Should do the trick.
NOTE: most wheel cleaners are not ph neutral and should not be left on a wheel for extended periods of time. p21s is an exception.

Haven't gotten to try it out yet, but I was thinking it would be particularly good for around lug holes.
The bristles are really nice and VERY densely packed.

Best thing is to get a soft paint brush..
Its cheaper and has given me the same result as the 10x the price boar's hair brush...

You could try to find a lug nut brush it makes it easy to clean aroud the lugs. also some p21s as stated above or other wheels cleaners. after cleaning if you want to or have the time pull them off and clean again. then use a clay bar to try to get the rest off if cleaning hasent worked. you could also use some dawn liquid soap and wash. but make sure to wax and protect the wheel afterwards, as the dawn will strip the wax on your wheels.
