If you're talking about the inner lip, I scrubbed and scrubbed and never got mine as clean as I wanted. I took the wheels off and used a pressure washer/cleaner and it worked like a charm.

Once you get them clean, use Hawk Brake pads..

Im talking about the painted face of the wheels, not the acutal spokes, but the area between spokes, i actually tried a brillo on a tiny spot and this stuff wont come off

maybe be very careful and just use on the spots, but i might try paint thinner if i were u and u have tried everything...just dab a little on a rag or something and try to wipe it off on a small inconspicuous(however thats spelled) spot, just clean it right after..ive used it on some things such as rubber on my car that wouldn't come off..

I would suggest using a quality metal polish like the P21S Finish Restorer. It has a deep cleaning power to remove brake dust and shine the wheel. When you are done I recommend protecting the wheel with a coating of the Poorboys World Wheel Sealant. This helps prevent stains and makes future cleanings much easier.
