Headlight resto kits are available at most auto supply stores.You may want try these first.Macquires makes a good one
If you are not "technically proficient",suggest takong to a shop that does restoration.
You may screw up the lenses more than they already are.
Some of the oil change joints offer this.I'd be careful with these unless you have actually seen the results.
Many times if the job is not done correctly or,the lenses are beyond fixing,the "fogging"
will come back after awhile.Most procedures involve sanding the lenses.
It may bring back the clear but it also takes off the UV protection.
Sealing needs to be done.
Have you done a search on this?Pretty common problem.

I ALWAYS wet sand with 1500, then 2000, then 2500... after the sanding part is complete, I buff with rubbing compound, then buff with Glaze, then buff with Ultrafina, then Wax!
Yes if you wetsand the lights you are technically "removing" the "UV protection", but if it really were protected, then they shouldn't have fogged up in the first place...
Now, you said you have small cracks in the lens... Those are more than likely stress cracks wich will not be removed by the procedure above... From what a friend told me is that he removed stress cracks from his lens by starting the sanding procedure with 600 grit, but I find that hard to believe... You may opt to buy new lights(but that would cost a lot) or you can buy a set of the cheap Ebay lights and swap out the lenses...
There was a thread on here regarding HL resto, but at the end of the project, he used a clear furniture varnish of some sort that can be bought at the Homo Depot... I'm positively sure that if you would have SEARCHED, you would have came across it!
Either way, whatever you decide to do, just remember to wax your headlights... I usually do it after every car wash...
