1) Use 2000 or 3000 grit high quality sandpaper only (Unigrit from Meguiars is quite good). Also use a decent sanding block to ensure even pressure on where you are sanding.
2) Use the 3M scratch remover to rid yourself of the haze
3) Use some sort of polish/swirl remover to get rid of any minor scrathes left by the 3M
4) Apply polish
I've done this on many small sections after fixing some rock chips and a large section on the door of another car and have always had good results.
