JWT Pop (120) , crawford HFC(500)/plenum(500), exhaust of your choice(700), headers(1200). Maybe a TS reflash (600). Thats a bit over your price range, but thats basically "the" N/A bolt on list. (You could of course save money by going with race pipes and a plenum spacer, but thats your choice, I prefer to have HFC). All of that will get you at least 30 whp.
I really don't see the point in half assing F/I on this car. If you are going to do it right look at least 10k in parts and labor and alot of time in the shop. The only F/I solutions I would run on a stock motor are: Stillen (Stage 2) and HKS SC which put out about the same amount of power as a decent NA setup. Some people just want to work on the car to extract mroe power, improve acceleration and make it insanely fun to drive with little worries, that's possible with NA.
That said...
Pulleys, Flywheel, Sway Bars, Test Pipes alone will make a huge difference. Intake and exhaust won't do much for this car by themselves but once you have everything on and tuned with cams you will notice a huge difference in power and response. I would spend most of your time improving the handling and braking ability of the car.

The lightest 17-inch wheels that I can find. 17x8.5 all around would be fine with me. $2,500 isn't enough for titanium wheels (I don't think), but I’d settle for Gram Light F or Weld Racing.
