Lurching Forward When Starting Car

Default Lurching Forward When Starting Car

I have done searches and can't seem to find anything about my problem. When I start my car I push in the clutch to start it and when I release the clutch the car wants to move forward when I am in neutral. I have the parking brake on but it lurches forward. Now it only does this when it is cold out and if it has been siting for a while like a day or two. Is there a problem with the clutch or is it because of the cold weather? Im talking like in the teens cold weather.

Thanks for the help and if this has been discussed then I apologize and it seems that I am an idiot when it comes to this site.
