Belt squealing at the same RPM every gear

2004 Track with 107k miles. No matter what gear I am in, if I let the car slow down on its own staying in gear, every single time it approaches 2.5k rpm, it starts to squeal, and instantly stops as it passes down to 2.25k rpm. If I'm picking up speed going through that rpm range the opposite way, there is very very slight squealing. It's most apparent when the car is slowing itself down; without fail, from 2.5k to 2.25k rpm range.
Bought new OEM belts straight from the nissan dealership thinking it would cure the squealing. It made no change whatsoever. I tightened them a lot, there is very little play in the thicker belt; and a little play in the thinner belt (im able to twist the thinner belt to 90 degrees with relative ease), and im afraid to tighten the thicker one any more.
As a bonus add on, sometimes after driving for a while and I park, I can hear a high pitched buzzing noise in which the pitch will change if I twist the wheel back and forth - power steering issue? Could it be related to the above mentioned squealing?
Don't know what to do, everyone's simple advice of "tighten the belts" doesn't seem to be working.

1) check power steering fluid level and condition/color. If good,
2) loosen your belts and check pulleys for binding, including idler.
Assuming you have double ckd that they gave you the right belts. Gl
