They are welded around the O2 sensor bung and a spot near the flange. The guy I bought them from said the one had a small crack at the flange and he had it professionally welded.
I did not use them because i was told it would make the exhaust louder and cause a drone at highway speeds.

Again not sure of the history of these, I have had them now maybe a month and have only taken a picture of them and set them on a shelf in the garage.
