Do a search for wetsanding under this forum, i posted a complex writeup of how to do it, im too lazy to do it again. GL but unless youve done this type of stuff before, youll probably resort in taking it to a professional to get done one way or another.

whenever you sand something down, if you use your hands, your fingers will naturally create waves in the surface due to your hand/fingers inability to create a completely flat surface, that is why you need to use a sanding block. You can purchase small sanding blocks at Lowes or any autobody store, just makes sure you get one that has a soft bottom instead of one that has a hard bottom.

At what PSI should you set your air compressor when applying your primer, base and clear coats.

Depends on the guns ur using, they should tell you but most hvlp guns function with around 20 psi at the cap. Make sure you get the spray uniform before. primer isnt that big a deal cuz its getting sanded down anyhow.
