Pre Kit Prep (Need some advice)
I have a 03' touring and have the Ings lip kit on the way. My only concern is that that the front and rear bumpers are scrateched up. Do you think it will be fine to just bring it to the shop and have them repaint the bumpers and install the lips? Or would it be better to just order new bumpers and paint it from there?

Personally, I MADE money by getting a brand new bumper. My painter said he would be charging the same whether I re-sprayed my old bumper, or painted a brand new one. A new unpainted bumper cost me $220 with tax. I paid $xxx for painting it (would have been the same cost as repainting the old one, so this is negligable). Then I resold the OLD front bumper for $240. I made out with $20, but more importantly a new bumper without nicks and other pits on the grill area.

Check your local dealerships. I'm local to Performance Nissan, so that's where I went. They might not be your best option since shipping the bumper might be more expensive, but you can always check with them by PM'ing Andy.
I will definately check out the local dealearship although I already know they are going to charge an arm and a leg. If that doesn't work I will defiantely get in cantact with Andy from performance. Thanks again!

If the body shop strips down the paint for a repaint I suggest going somwhere else. That's really unneccesary and a waste of time. Keep your stock bumpers and have them painted.

Nope. You should paint directly over the stock clear coat after sanding it with 400-600 grit. The only time paint needs to be stripped is if it's been painted a few times or if the paint is old (meaning the condition or if it's an enamel paint).
