no way, dont just use the 3m tape, I did that and it fell off while I was driving! luckily it was a test run and i had not yet painted it. 3m tape it on, then put a few screws in each side of the wheel opening

Actually, I own this kit. If you use the search function you will find that many people who have installed this kit have ended up molding the lip onto their front bumper.
When I first got the kit I thought I could just paint it and slap it on. No good. After you work with the 3m tape a little bit you will find that it sticks about as well as scotch tape if it gets just a little bit dirty.
Do you have an authentic kit or a replica?

From the instructions in the authenic ings+1 front lip, there are 2 screws on each side of the lip that goes through the lip into the front bumper at the fender area near the bottom.
Then the middle section underneath the grill is all 3M double sided tape.
Other's that have this lip installed will find that the 3M tape doesn't hold well because after a few scrapes and some dirt, the tape doesn't really hold the lip that well. Then you will start that see the middle section sag a bit, I'd say about a quarter of an inch.
As in my case, the 3M tape in the middle doesn't really stick any more and the lip is really just held on by the 4 screws. But since mine is authentic, it fits pretty tight, so there isn't much gap between the lip and front bumper.

I gave up on the 3M tape after about 3 re-tapings. I was told to try 3M velcro, and it worked like a charm! I would do the velcro in the center section under the "mouth" and just screw the sides in.
