This piece keeps getting flooded with water, what is this piece called?

I outlined it in Peppers. Thanks!

My guess is: A Ballast but being a business major... i dont know anything.

it is a bell pepper ballast, and the cooling fins are like a heat sink (not sure if i spelled that right) on your computer processor or in you xbox it just disipates the heat off the center and is cooled by the air that moves it.
