Problems installing OEM mud guards

I have a set of mud guards(front) for my "08 PPW. The problem is that the spring clip, is not the right size. For those that have done this install, you probably know what part I am talking about. This is sort of like a tiny money clip, that gives you a place for the screw to "screw into".
I went to a few dealerships and they say it is the right size part. That can't be, as the hole on the panel and the mudguard does not line up with the hole on the clip. The dealer can do this job in under an hour, but I am guessing they are just going to drill or glue the mud guard on; seeing that the fitment is bad. Are there anyone people out there that had this same problem when installing their mud guards?

So you are using just the tape to keep the clip fastened onto the mud guard and plastic body panel? Hmmm, that seems like a crude way to do it. The instruction booklet for this actually shows that you have to hook the clip onto the panel inside the wheel well. Then you screw a bolt on top of the mudguard and into the clip.
