Edit: I just saw that you said the light won't come on anymore...

Uhm most likely the bulb just fried. Try flushing out the headlights cleaning them out and sticking a new bulb in there. If that works just make sure this time you seal it properly so it doesn't happen again.

its likely that the ballast is dead. bulb should still be working. seal the head lights back up and dry the ballast out.

i had a similar case to you and changing the ballast out solved the problem

oh and it doesnt take much for water to get in. check around to see if there is any puncture in the back or front. then make sure if the back cover (round plastic top) is on correctly.

My first guess wouldn't be the ballast. Why would the ballast fry the one time that water actually got "inside" the headlight. It's a possibilty sure but I'd say first try the bulb to make sure the ballast didn't take a dump.

its likely its the ballast and not the bulb. the water would short the ballast first. unless you lights are filled with water which is unlikely. just take it apart and dry the ballast out.

dont let it sit too long wet or it will no longer work

oh and the ballast sit underneath the lights. and the part where it has electrical connection is right there open to water, if there are any, inside the lights. so its not hard to see that its the ballast that took a dump and not the bulb. you cant really short the bulb and less you submerged it in waters.
