How many of your headlights fog after painting?
Take the light out. Make sure everything is dry. Swap bulbs between your two lights. See if the bulb really is the problem.
If this issue isn't getting fixed, it's because you aren't trying to find the problem out, not because people aren't helping you.
You need to isolate that the cause is. You have two headlights. Figure it out.
