Remove CEL light

I think you need emission testing in New York. When they plug into your OBDll port, they will know the light has been removed and you will surely fail the inspection. I bought a Mazda Miata a couple years ago and one of the first things I looked at was the CEL. It was off so I assumed everything was ok.
When I went for the inspection, I failed because the catalytic converter was missing and the light had been "tampered with". The dealer had to install a cat and replace the light. Once these had been fixed, the car passed without a problem.
Therefore, I wouldn't suggest tampering with the light. Get your problem fixed and the light will go off.

best bet, and the safest, is figuring out what is causing the light, and rectifying it
if it's caused by your test pipes, or high flow cats, then get the proper 02 spacers in there
