Bad paint job. Looks like it's not bonded to the primer and it's cracking in the paint and clear coat.

Agree. Poor bondo fill job. Moisture gets behind the bondo and paint.

Im not sure if its the angle but it looks like it bubbled from the center point of where it cracked. Its defiantly a bad paint job.

then give the shop $500 and get it fixed or find another shop for cheaper if you don't like the price.

Did your insurance pay for it the first time? I would take it to the adjuster to get their opinion. If you paid out of pocket, fight them or go somewhere else.

My mistake.

Is it an aftermarket bumper? An overall shot of the car may help as well.

No problem, but that makes more sense now. I didn't know where it was or what it was that I was looking at.

I agree with Hexxus. It didn't bond properly more than likely.

Ok... im a body technician at a reputable chevy dealership and can say that its either bad paint prep or if bondo/putty was used there that would be the case but the shop should DEFINATLY pay for it. at our shop we give lifetime warranties on any paintjob and body work. IF you didnt do anything to it they SHOULD and i would make them pay for it.

When arguing keep pointing out the fact that the Fiberglass isnt cracked(proving you hit nothing) and there isnt and obvious scratch (proving no contact making paint crack)

If I went to a painter who did a sub-par job I definately would not PAY to have him re-do it.
