Lowering Stock seats?

imma start a little project. This is how i want to cut, bend and weld to lower the stock seat rail.

Please throw some advices and thoughts on design(?). Also, what metal for reinforcement in the welding area and how it should be set..
There's a rod that goes across the rail perpendicularly which bends down and touches the ground. I would need to unbolt that rod, bend it to straighten, cut to length, and weld it to its position (gives me more room to drop the seat rail). i never attempted a new project that people haven't done especially something that requires fabrication. I have no idea how welding works..
help me go through this safely and cheaply

Here is the pic of the lowered rail on the drivers side. I dont have any pics of the OEM rails cut and welded, those rails are long gone. The red line was where it was cut and welded. Crappy pic but I didnt have a lit of room for the camera

that's how I was going to do it. yesterday, I took off the seat. I was trying to separate the rail from the seat but failed lol only was able to remove the seat not the back part.
So I'm like screw this, removed the cloth attached to the bottom seat and started to tear the **** out of the memory foam. it did lower the seat position but not much.
putting the seat together was difficult cause some bolt dis not wanna scew in..
