Default Residue on metal part of steering wheel. PICS

Hey guys I just bought an 03 350z with 95k miles. It has some residue on the metal part of the steering wheel that wont come off. I thought it was some kind of adhesive at first so I tried goof off but that didn't do anything. Anyone encountered this before? Suggestions?

That's probably not residue, that's the paint flaking off.

I have the same issue but you can always repaint those pieces or replace them all together.
