I dont know if flourescent light is a good description, they dont like strobe and then come on, its like BAMMmmmmmMMMMMM full power. bright initially, then dims(doesnt ever go off, its still clearly on) and the color balances out and color changes a little.

there are one 2 options, either your headlights look like ever other car on the road, and by that I mean yellow. or they dont.

if they dont look full on yellow they are HID's.

Im sure they are.

by the way... it should be the brights that flash with the alarm, check again, they are the bulbs in the bottom, below the lens looking thing, next to a much smaller bulb, thats the brights, and is a normal everyday halogen bulb.

4300K might be the brightest output... but frankly, I was tired of yhe yellow and as a consequence, lack of sharpness, imo.

Swapped out the stock OEM 4300K (which are Philips) and installed the Philips Ultinon 5000K ... beautiful white. Love them.

My Gc flashes its highs and HID's when the alarm goes off. Other G cars don't. My guess there is that the cars with Auto on/off headlights (premium package) vs ones without behave differently, Auto headlight cars being the ones that don't flash the HID's with the alarm. Sounds like this is similar on the Z's as well judging by the responses above.
