how easy is it to replace the stock one's w/ the led?

you gotta get into the wheel well. jacking up the car makes this much much easier. removing the wheel isnt nescessary. 2 screws, 3 rivets. its a 30min job.

also is wedge size 168 the same thing?

Are the license lights the same size as well?

Those aren't really considered city lights. Those are your turn signals. City lights are usually housed within the beam portion of the headlight and come on during daytime driving (see JDM style headlamps for civic's, European BMW's, etc.).
