Having done MUCH research into competition belt mounting, I'll offer my thoughts.
Comp shoulder belts should be mounted within 10 degrees of a horizontal line resting on the drivers shoulders. Your drawing puts the belts too low. My bar is a tad high for my 5'10" frame, but still within the 10 degree rule.
As for the BCR harness bar blocking the rear view........NOT! It is below the height of the rear strut brace when viewed through the rear view mirror.
Wish I could do the MS paint thing......

That looks like a good height IF you are shorter than 5'6". Good luck finding a US spec Cusco roll bar. Odd that in the pictures of it I have seen there is no diagonal brace nor an included bar for shoulder belt mounting. And be prepared to loose a lot of seat travel.
BTW, I won't be drag racing very often (maybe once a month or less). This would be for piece of mind only. Here's Syf0n's Z with Cobra L seats, would the red mark be ok for a horizontal harness bar?
