Wow~ APS gave up... no carb cert...
No turbo kit on an originally N/A car will make it through CARB. If you replace the factory manifold with a turbo manifold and turbocharger, you have effectively changed the "light-off" time of the catalyst. You haven't physically moved the cat, but you have changed the exhaust path before it reaches the cat. That is a no-no according to CARB. That upsets the factory emissions equiptment/system.
That's why a supercharger can pass CARB. It doesn't upset the emissions system...and I'm pretty sure Stillen has a good relationship w/ CARB also.
I think Powerhouse Racing may stand a chance on getting a single turbo kit through CARB for the "Turbo" Supra.

The CARB folks are shooting themselves in the foot by blindly imposing rules and failing kits based on technicalities when the intent behind certification would be better served by working with kit designers.
